School district, teachers agree to new three-year contract through ’28-29

Penn Manor school board and the Penn Manor Education Association have reached an agreement on a new three-year teachers’ contract that will run from July 1, 2026, through June 30, 2029. 

The contract was approved May 5 by the Penn Manor Board of School Directors and the general membership of the education association.

The three-year pact will increase teacher salaries by an average of 4.4 percent each year. The increases are partially offset by teacher concessions on health care costs and tuition reimbursement, and a compaction of the salary schedule.

School board president Joseph Fullerton praised the teachers’ association representatives and district administration for engaging in early, good faith negotiations conducted with a spirit of cooperation and mutual respect. 

He noted that the new contract represents a true compromise, achieved with a shared commitment to fairness and reaching a resolution that benefits all parties.

“The agreement is fair for teachers, fair for the school district, and fair for Penn Manor taxpayers,” Fullerton said.

Amy Wall, president of the Penn Manor Education Association, said, “On behalf of our members, I want to thank the school board and administration for a contract that recognizes the dedication and hard work our educators bring to their students and community every day.”

“This agreement reflects a shared understanding that supporting educators means supporting students — and that when educators are valued and respected, our entire school community benefits.”

Penn Manor superintendent Dr. Phil Gale said he was “very pleased” with the agreement. 

“At the heart of all that we do in the Penn Manor School District is the relationships that are developed and enhanced. This agreement is an indication of the relationship that the teachers, administrators, school board directors, and community have with each other,” he said. 

“We are very fortunate to have outstanding educators working with our students, and we want to demonstrate our appreciation for what they do and continue that positive relationship.”
