Request for Proposals for Mowing & Grounds Maintenance

District Mowing and Grounds RFP open until noon, Thursday, February 27, 2025.
Vendors wishing to submit a proposal will have an opportunity to personally inspect the grounds of all eligible schools for which they wish to bid should contact bill.shelley@pennmanor.net. Please see photos of the requested properties.

Additionally any questions should be submitted to Bill Shelley at bill.shelley@pennmanor.net and responses to frequently asked questions will be posted on this page by 4 p.m. on Friday, February 21, 2025.

Request for Proposals for Internet Service
E-Rate Form 470 Application Number: 250005481

Penn Manor School District (PMSD) seeks proposals for fiber internet service in support of teaching and learning. Proposals for Penn Manor High School (100 East Cottage Avenue, Millersville, PA 17551) are requested. Service proposals should include pricing for a minimum of 5 Gbps of dedicated internet service, as well as pricing for 10 Gbps of internet service. This RFP is for basic internet conduit services only.

Individual monthly and non-recurring pricing must be provided, along with a total cost for the circuits, installation, and maintenance. Multi-year pricing, as well as two optional one-year contract extensions, are encouraged. PMSD is a tax exempt public school system.

Awarded contracts must agree to have services running in test mode from June 16, 2025 through June 30, 2025. Cutover to any new contracted services will occur by EOD June 30, 2025. Billing for new services will begin on July 1, 2025. Service Providers must be able to offer E-Rate discounts for the proposed service.

Request for Proposals for Farm Lease

Penn Manor School District seeks sealed proposals for the leasing of 36 +/- acres of tillable ground, located in Manor Township, Lancaster County, Pennsylvania within the parcel of land located on the south side of Charlestown Road and the property known and numbered as 493 Donerville Road for a 5 year period beginning January 1, 2020 through December 31, 2024.

Proposals will be accepted until 12:00 p.m. EST on November 14, 2024.

Feasibility Study and Architectural Services

The Penn Manor School District seeks proposals for a complete facility study of all district buildings that will conform to the Pennsylvania Department of Education requirements (PLANCON 2.0) (or applicable process to be eligible for reimbursement).

The study shall provide an appraisal as to each facility’s ability to meet current and planned educational program needs. The engagement includes all work and meetings necessary for the Pennsylvania Department of Education (PLANCON 2.0) requirements.

Proposals were accepted until 12:00pm EDT on Wednesday, October 23, 2024.

Questions regarding the project were accepted prior to October 15, 2024 at 4:00 p.m. The full list of questions and answers were posted at 9:00 a.m. on October 16, 2024.

Question: Please provide clarification with regard to the question associated with PLANCON 2.0 based on the lack of funding since PLANCON 2.0 was created. “Explain your experiences with the Pennsylvania Department of Education current construction process (PLANCON 2.0).

Answer: While the district understands that no funding has been approved in any budget since the inception of PLANCON 2.0, the process has been defined in Act 70 of 2019 Statue and PDE provided guidance in March 2020. What is your firm’s experience in following this revised process to show compliance if and when funding is committed to PLANCON 2.0?

Question: Please provide clarification with regard to question 3.

Penn Manor School District (PMSD) seeks proposals for fiber Internet service in support of teaching and learning programs at multiple school buildings. Enhanced high-capacity fiber services are required to support rapidly growing bandwidth needs and to meet the State Education Technology Directors Association (SETDA) benchmark bandwidth standard recognized in the FCC Second E-rate Modernization order.
