Architectural Services

Penn Manor School District is to soliciting responses from experienced
and capable architectural firms wishing to assist the district with its building design needs.

SITE VISITS  –  Architects responding to this RFP may schedule visits to self-tour any of the District’s facilities. Visits must be pre-scheduled, by contacting Business Manager Christopher Johnston by email at chris.johnston@pennmanor.net.  No visit may occur without Mr. Johnston’s express approval.  We have established two days for site visitations.  May 9th and May 14th.  Building principals have been notified that groups may arrive to view the buildings.  Approved visitors must stop at the principal’s office for a visitor’s pass upon arrival. (information updated on 5/2/2012)

PENN MANOR MASTER FACILITIES STUDY – Penn Manor School District Board of Directors commissioned a Master Facilities Study  in 2010 which can be found at http://www.pennmanor.net/board/facility-study/

QUESTIONS and AMENDMENTS (information updated on 5/14/2012) - All questions regarding this RFP shall be submitted by email to Christopher Johnston, Business Manager, at chris.johnston@pennmanor.net. This email must identify the person’s name and firm. Deadline for all questions will be May 17th, 2012. It is the responding firm’s responsibility to check the website periodically to obtain such responses and any amendments to the RFP. All responses to questions and any amendments to the RFP are posted below:

20120502.1 – Q)  Are the contract terms negotiable?  A) In an effort to better make comparisons between proposals, we are looking for responses to follow the specifications as noted.  The district will consider contract language modifications during negotiations with the successful architect firm.

20120502.2 – Q)  The RFP does not appear to make mention of a pre-proposal meeting.  If there is to be no meeting, will there be supplemental information provided on the anticipated capital renovations at these schools?  A)  Currently, there are no plans for a pre-proposal meeting.  Any supplemental information concerning the anticipated capital renovation projects would be posted on this site.

20120503.1 – Q)  Will the Business Manager or Director of Buildings & Grounds be available to answer questions on May 9th and/or May 14th?  A)  No, the visits will be self-directed.

20120504.1 – CLARIFICATION ON 20120502.1  Q) Are the contract terms negotiable?  A)  To help make an apples-to-apples evaluation between proposals, we have requested the following information:

  • On page 32 of the RFP (see Item No. 5 under Tab 5 for the Qualifications Proposal), we ask each responding architect to provide the following:  “A statement confirming that the responding firm has the capacity to comply with all requirements (including all technology requirements) identified in the RFP, or specifying any exceptions to that statement.”
  • On page 33 of the RFP (see Item No. 2 for the Fee Proposal), we have asked each responding architect to provide the following:  “A statement confirming that the responding firm agrees to all of the contract terms in Part II of this RFP, which identifies amendments to AIA Document B101 the District intends to incorporate into written agreements with the selected architect, or specifying any exceptions to that statement.”

Thus, although the District will not necessarily require strict compliance with the contract terms identified in the RFP, your response should identify any terms you wish to negotiate.

20120504.3 – Q) What are the terms of the current design contract in place for the new elementary school?  A)  The current contract can be found at the following link –  Design Contract for New Hambright Elementary School 

20120510.1 – Q) Regarding the potential scope of the capital renovations noted in the RFP.  Does the District expect the recommendations indicated in the Facilities Master Plan Study will be the project scope for the capital renovations or is it anticipated that other renovation work will be added?  A) Selected items from the Master Plan will be included in the scope of future work.  The determination of those items are subject to available funding and board approval.  Other capital improvement projects will be added annually to the scope of work.

20120511.1 – Q) Are we to use the Short-Term Capital Facility Renewal information located in Section 6 of the Facilities Master Plan Study dated November 2010 specifically on page 245 as a general scope for each of the projects listed from page 4 of the RFP or are we to use the options shown under Facility Options in Section 7 page 293 for Pequea Elementary, page 294 for Conestoga Elementary and page 299 for the High School? And if so, where is the information for Manor Middle located in Section 7? A) As indicated in the Facilities Master Plan Study, the short-term improvements shown on page 245 are not intended to be 20 – 25 year comprehensive building upgrades or expansion projects, rather they address the more urgent, or critical needs of a facility; typically driven by deferred maintenance, equipment failure, non-conformance with current building codes and changes in technology.  The information presented in Section 7 detailed various facility options that the Penn Manor School District could explore to address long range facility needs while addressing educational program objectives and projected student enrollment. Information on Manor Middle School was not provided in Section 7 of the Facilities Master Plan Study.
