Support and Services for Students with Disabilities
The following is a description of services available to assist students who may have additional needs such as Learning Support, Emotional Support, Life Skills Support, and Speech and Language Support. These services are offered within the district, and also in conjunction with the Lancaster-Lebanon Intermediate Unit #13.
In compliance with state and federal law, notice is hereby given by Penn Manor School District that it conducts ongoing identification activities as part of its school program for the purpose of identifying students who may be in need of special education and related services. If your child is identified by the district as possibly in need of such services, you will be notified on the applicable procedure. Individualized services and programs are available for children who are determined to need specially designed instruction due to the following disabilities:
- Autism/pervasive developmental disorder
- Blindness or visual impairment
- Deafness or hearing impairment
- Developmental delay (early intervention only)
- Emotional disturbance
- Mental retardation
- Multiple disability
- Orthopedic impairment
- Other health impairment
- Specific learning disability
- Speech and language impairment
- Traumatic brain injury
How to Access Services
- Parents, guardians, teachers, counselors or others identify a student who may have special needs.
- Parents, guardians, teachers or counselors complete a referral outlining their concerns for the student
- Assessment data will then be collected and reviewed with the parent and building-level academic support team.
- Classroom interventions begin.
- Recommendations will be made for either continued classroom interventions or formal evaluations. Written parental permission is required for a formal evaluation.
- A Multidisciplinary Team (MDT), which includes the parents, collects and analyzes data from the evaluation. This team also determines the need for specially designed instruction. An evaluation report is developed and, if the student is eligible for services, the team proceeds to develop an IEP.
- An Individualized Education Program (IEP) team, which includes parents, determines the educational placement for the student.
- IEP's are reviewed and updated at least annually or as necessary.
- Re-evaluations are conducted as mandated by State and Federal regulations

Lancaster-Lebanon Intermediate Unit 13
Early Intervention Program
The Lancaster-Lebanon Intermediate Unit 13 provides services for children who are developmentally delayed between the ages of three years and school age. Programs are available in a number of settings throughout the two-county area.
These services are available at no cost to parents. Programs are funded through state and federal monies. Some services that are available include classroom services, physical support, occupational therapy and speech and language therapy.
