Leichliter testifies on substitue teacher shortage

Penn Manor superintendent Dr. Mike Leichliter testified Monday before a state congressional panel on the impact of a statewide substitute teacher shortage.

Leichliter spoke before a hearing of the Senate and House Education Committees, which are gathering information on the issue. He talked about how the shortage creates a hardship for students and staff and suggested a way to fill the void.
